Indian earthing and lightning protection standards: IS 3043 and IS 2309 explained

What IS 3043 and IS 2309 actually cover, how they relate to IS/IEC 62305, UL 467 and IEC 62561, the other codes a specifier meets, and the compliance points a buyer should confirm.

Indian earthing and lightning-protection work is governed mainly by two codes: IS 3043, the code of practice for earthing, and IS 2309, the older code of practice for protection of buildings and structures against lightning (now largely superseded by IS/IEC 62305). Knowing what each covers, and how they map to the international standards, is what lets a specifier write a clean tender and a buyer confirm compliance. This guide explains them.

1. IS 3043 — the earthing code

IS 3043 (Code of Practice for Earthing) is the core Indian earthing standard. It covers electrode types and minimum sizes (rod, pipe, plate), earth-resistance targets for different installations, the treatment of soil to lower resistance, step-and-touch safety, and the testing and maintenance regime. When a tender says "earthing to IS 3043", it is invoking these requirements.

2. IS 2309 and IS/IEC 62305 — lightning protection

IS 2309 (Protection of Buildings and Allied Structures against Lightning) is the traditional Indian lightning-protection code, based on the conventional (Franklin/mesh) approach and the rolling-sphere concept. Modern practice increasingly follows IS/IEC 62305, the risk-based international standard adopted in India, while ESE (early-streamer) systems are applied under NF C 17-102. A specifier should confirm which lightning standard the project mandates, because it decides whether conventional or ESE protection is allowed.

3. How they map to international standards

Indian standardRelated international standard
IS 3043 (earthing)IEEE 80 (substation grounding), IEC 60364 (installations)
Copper bonded rod thicknessUL 467 (250 micron copper grounding electrode)
Lightning componentsIEC 62561 series (rods, conductors, electrodes)
IS 2309 / IS-IEC 62305 (lightning)IEC 62305, and NF C 17-102 for ESE

4. Other codes a specifier meets

  • IS 4759 — hot-dip galvanised coating on iron/steel (defines GI coating thickness).
  • NBC 2016, Part 8 — building lightning-protection requirement thresholds.
  • IEC 62561-7 — earth-enhancing / conductive backfill materials (conductive concrete).
  • CPRI test reports — independent fault-current verification often demanded in tenders.

5. What a buyer should confirm

  1. Electrode: IS 3043 minimum size met, and copper thickness to UL 467 (250 micron) where specified.
  2. Lightning: which standard applies (IS 2309 / IS-IEC 62305 for conventional, NF C 17-102 for ESE) and the air-termination sized to it.
  3. Test evidence: CPRI (or equivalent) fault-current test reports for the products.
  4. Resistance target met and verified after installation, per IS 3043.
  5. Materials: GI coating to IS 4759, or copper bonded, matched to the soil and life.
